Estimated 57% MLAs are criminals. Out of 240 sitting MLAs about  136 MLA's have various criminal records.

 94( 39%) MLAs have declared serious criminal charges. 

Near about 11  MLAs have declared murder related case.

 30 MLAs have cases related to attempt to murder case.

1 MLA have raped case.

By looking above facts we can conclude that It is very normal to have poverty, education and medication and basic problems in Bihar as well as many other state of India. I think it's not the fault of the government. In true sense it's our fault to choose criminals and goons for our future. Every time we the people somehow influenced by religion, caste and simply we vote the candidate only by looking there religion, caste etc. The day when we stop seeing the ethnicity belonging of candidates that day may be our states will turn to improvement.
